In a recent opinion piece for City Limits, David Hoos, project director for ICAP’s PHIA Project, advocated for the protection of New York state’s COVID-vulnerable imprisoned people. In the article, Dr. Hoos, along with his co-authors Susan M. Reverby and Barbara Zeller, advocate for the implementation of widely accepted public health practices including parole and clemency for incarcerated people, and the inclusion of incarcerated people among the first phase recipients of the vaccine.
