This handbook discusses operational considerations for implementing and/or scaling up retesting for verification prior to/at ART initiation for individuals diagnosed as HIV positive, as recommended by the World Health Organization (WHO) and national guidelines. This Handbook also provides guidance on how to take national recommendations from policy into practice, first by targeted roll-out, then by national scale-up.
