Ihor Novykov, MD, is ICAP’s country representative and project director in Ukraine, overseeing ICAP’s portfolio of work in the country since 2026.

Dr. Novykov is a humanitarian professional with more than 20 years of experience in international health programs and emergency response, having worked extensively across Africa, Asia and in Ukraine. A medical doctor by training, he has built a career at the intersection of public health, humanitarian coordination, and large-scale program management. His work spans the full humanitarian project cycle, including needs assessments, program design, implementation, monitoring and evaluation, donor compliance, and financial oversight. He has held senior roles with leading international organizations such as UNICEF, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the World Health Organization (WHO), and multiple international NGOs, operating in complex conflict and emergency settings.

Before ICAP, Dr. Novykov served with WHO in Ukraine in a range of emergency coordination roles, supporting health emergency operations, health cluster coordination, epidemiological monitoring, and emergency medical logistics in conflict-affected areas. Previously, he played a key role in managing and overseeing one of the largest OCHA-managed pooled funds for the Syria response, leading monitoring, reporting, partner performance review, and capacity development across all humanitarian clusters.

His professional background includes field experience in South Sudan, Sudan, Afghanistan, Somalia, Liberia, Sierra Leone, and Ethiopia, with a strong focus on emergency health response, immunization campaigns, health supply chains, and accountability to affected populations. In parallel, he has conducted numerous high-level consultancies for UNICEF, UNFPA, USAID, and the Global Fund, specializing in health product and supply chain management.
