Reporting to the Senior Technical Advisor of the TRACE program, the Development-Operations (DevOps) Engineer is responsible for designing system solutions to process and aggregate data collected through HIV recency data capture and management systems established within countries participating in the TRACE program. The Dev/Ops Engineer will also design web-based interface solutions to display key statistics and maps characterizing new infections in each country to inform national HIV prevention programming efforts.
This position is grant funded.
- Direct assessment of existing TRACE program data capture/management systems used in the TRACE program countries
- Design/assist with design of the TRACE program data architecture from data capture at HIV testing sites, hosting and processing and aggregation in central data warehouses
- Direct informatics partner organizations to design the web-based TRACE program dashboard summarizing key statistics and maps
- Collaborate with informatics partner organizations to develop, test and maintain the TRACE data systems and documentation
- Collaborate with informatics partner organizations to develop training materials and standard operating procedures (SOPs) for end users, administrators of central data warehouses, and users and administrators of web-based TRACE program dashboards
- Gather input from users of TRACE data systems, write requirements and functional specifications, develop user scenarios for new features, enhancements, and modifications to data systems
- Assist with high-level consultations with CDC, MOH, and other partners on project-related informatics issues
- Work with TRACE team members to maintain and improve internal data archival systems
- Interface with ICAP and Columbia University IT specialists, and outside service providers to manage hosting services and other resources
- Train TRACE program staff on use of data capture tool and web-based dashboards
- Provide remote and in-country support to ICAP country teams on TRACE data systems
- Investigate and evaluate new informatics tools and technologies through effective networking and participation in meetings; leverage new knowledge to adapt and improve existing PHIA data systems
- Performs other related duties, as directed.
Bachelor’s Degree in computer programming, computer science, informatics, public health or related field.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
- Minimum eight (8) years of related experience designing, managing and working directly with databases from large research studies
- Proficiency with Java, Python, C# or other similar language
- Proficiency and experience designing and managing relational database management systems (RDBMS)
- Proficiency with SQL programming and experience with SQL databases.
- Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).
- Excellent skills in critical thinking and analysis
- Excellent organizational and oral/written communication skills
- Ability to work independently and manage various tasks under tight deadlines
- Excellent attention to detail
- Master’s Degree in computer programming, computer science, informatics, public health or related field preferred
- Proficiency designing interactive systems for use in resource-limited settings
- Familiarity with public health tools such as DHIS2, Open Data Kit (ODK), ArcGIS, RedCAP, Tableau Data Mapping software, etc.
- Proficiency with Google Drive automation tools
- Proficiency with SAS or STATA statistical software.
- Experience managing and analyzing large, population-based survey data
- Knowledge and experience working in the field of HIV/AIDS
- Experience working in resource-limited environments, preferably in sub-Saharan Africa
- Requires periodic international travel to sub-Saharan Africa. Approximately four (4) to six (6) international trips per year with each trip lasting approximately five (5) to ten (10) days.
