Senior Technical Director

Dr. Jessica Justman is an infectious diseases specialist and public health professional with extensive expertise in developing and strengthening HIV care and treatment programs in resource-limited settings. Dr. Justman is the senior technical director at ICAP and oversees all technical assistance, clinical and training, monitoring and evaluation, and health systems strengthening activities for ICAP’s HIV prevention, care, and treatment programs. Dr. Justman is a Principal Investigator of three international impact assessments: the Swaziland HIV Incidence Measurement Survey, and two assessments of district-wide combination HIV prevention programs, one in Zambia and one in Tanzania, and she now leads ICAP’s impact assessment projects across sub-Saharan Africa. Dr. Justman is an associate professor of medicine in epidemiology at Columbia University and has over two decades of experience as a leading researcher on domestic and international HIV prevention, with a focus on HIV incidence studies, clinical trials of vaginal microbicides and other investigational agents for HIV prevention, and impact assessments of community-based combination HIV prevention interventions.
